I have a 2008 goldwing and the front break caliper moves up when the handlebar break is actuated and moves down when released. If this is the design, is it normal for it to make a distinctive clunk both up and down and why is it designed this way?

I have a 2008 goldwing and the front break caliper moves up when the handlebar break is actuated and moves down when released. If this is the design, is it normal for it to make a distinctive clunk both up and down and why is it designed this way?
It activates the secondary master cylinder which makes the rear brake work as in linked brake system.

Need to mention, the front to rear link is blocked on many conversions.
