You might want to make a sketch of what you want and take it to a welding shop. They'll be able to make something up for you;)

I don't know if this will help but several years ago I took 3 or 4 3/4" X 2' ss tubing and turned down some steel rod about 6" long and drilled a hole in them so they would couple together. I did this so I could carry them in my trunk. I drilled holes to clip the flag to pole. They sell a set that has 3 balls that mount on a stud with a pin that you remove to change the ball. I used this mount to mount the pole. Can't remember but I think I had to make an adaptor. I did wrap a bungie cord around pipe and hook to luggage rack. Did several 100+ mile high speed (70+ mph) escorts and pole worked fine. Flags were destroyed.

I have the male hitch that I made for my csc trike. I can easily add what ever mount you need to make it work. It's free, just cost of shipping, the steel is rather heavy.
Just tell me what you want, with dimensions and how far out you want it to go. I won't never use it.
or if you want a mount for the ball mount I can do that to. I have a chrome trailer hitch laying on the shelf. CSC style.
Just a thought for you, nothing more.

I didn't need the one I made for anything but parade rides. made it out of pvc pipe and split fittings to clamp on the bumper. painted it all silver. worked well. cost me less than $20.00. its in the attic and can be used next time.
