No, the thing you have to do are: find the M 16 which is can be able to transfer to private individule (they are some on the market) then get a transfer form form BATF & E, two finger print cards, two passport pictures and certified yourself the citzenship, take the form have sheriff sign approval then mail $200.00 and all the items above to NFA branch assdress at the top right of the form and wait fo 3-6 month to get approve.

In order to own a full auto weapon do you not have to have a dealer/collector or other license? I'm thinking so. I think you also have to have an FFL. Your info I believe is for SBR/silencer for semi auto weapons. I'm not totally up on all this stuff but I think that's the way it works.
 
I did see some training rifles, non functional but official size and weight, kinda beat from use but they were $100. Ozark MO on 14 about a mile east of US65 south side of the road, it is a new surplus store

no, you don't have to have a ffl or anything els, find the machinegun (transferable to private individule in form 3 or form 4) pay the owner what ever the price agree upon the fill out the form sent $200.00 to nfa branch, if the owner of that machinegun is not the same resident stat you are in, you must find a ffl dealer with sot get it transfer to your resident state then that dealer can tranfer to you . You may have to pay onother $200. Fee if in the form 4 for tansfer to you.

I own some of them and may have some for sale get money to pay for my new trike.

OK I see where your coming from. A dealer of course would have an FFL as that would be a part of the business but a collector or private can use any FFL. I just figured a collector would want an FFL. I'm just glad I don't want a machine gun, just putting up with the govs red tape and costs would keep me from wanting one.
