when I pre load my voyager trike kit I put the rear tire on 1" piece of wood, loosen all 8 bolts but nothing seems to move. Am I doing something wrong?

I have a Voyager on my HD Sport Glide and Tow Pac units on our Burgman scooters. Two comments:
1. When you put the 1" block under the wheel were the two outriggers off the ground? If not, it may already be set to about 1" preload.
2. Due to the weight of the HDs, I've found that using 1-1/2" preload gives quite a bit more stability in the turns, and minimizes the outside wheel lifting. It makes for a slightly stiffer ride, but it feels much more stable under all conditions. It also transfers a bit more load to the front wheel so it should feel more stable as well.
