A friend of mine just bought a new 2014 CSC Goldwing Honda. Here in Texas all vehicles are required to have a state inspection sticker. There is not a place to attach one. Any suggestions for him?

It goes on the plate mounted behind the tag on the back. Here's mine on the Roadsmith, its Black and I had just removed the old sticker to go get a new one.
In Louisiana they staple it to the registration and you put it in your glove pocket. Never been asked for it but I have it in there just in case. Ticket is over $200 so I keep mine up to date.

Yeah, Texas here also. There's so little room below the tag on my MotorTrike, I bought an aluminum mount like SolidBob's, and just bent the sticker portion straight out, so as to clear the receiver hitch.
Never been questioned about it.
There is a slight problem with the new CSC kit. The license plate holder is built into the kit and there is no where to mount a plate of any sort. The license is very low on the kit not in the middle of the lower trunk like usual. If I get a chance I will take a picture of it and post it so y'all can come up with a solution.
CSC has three Honda GL 1800 kits the plate shown will work on all of them:
Cobra - it stays straight and goes behind plate..
Cobra XL - same as above...
Viper - has a low tag / flip plate over and bend sticker portion up so it can be read....
Missouri apparently loosened up the requirement to attach the sticker in the lower fork leg. When I had the trike and Harley inspected this year I had the inspector put the sticker on the inside of fairing fork area on the trike, and on the air baffle of the Harley. He offered to put the sticker on the inside lid of the trike trunk and inside the saddlebags of the HD, but even though I don't anticipate anything nefarious going on in the storage spaces, I'd rather not have to open then up unless I absolutely must.

Yep! $200 it is in Louisiana. I've never been caught without it, nor have I ever been asked for it, but one of riding buddies got pulled over for speeding and they nailed him for no inspection. He hadn't had one in 3 years....LOL....they tossed the book at him.
I have the FJR, Roadsmith and my tow-behind mc trailer all inspected and went with the 2-year sticker on all of em. All stapled to the registration. A lot of folks forget the trailer needs to be inspected as well.
There is no specified place to mount the sticker here in Texas so I just picked a place that would not look UGLY and be out of my way... Just used a store bought plate and mounted it to the trike frame next to the trailer hitch. As long as it's visible - it's legal.
