Engineered frame plans

Hi, all. I am considering building Subaru powered trike. I have a '96 Outback donor car, with EJ 22 engine with 200,000 kms on it. I live in Manitoba, Canada.<br />
I talked to the insurance/licensing authorities this morning about the hoops that need jumping, in order for the finished project to pass inspection, and be eligible for licensing. The guy told me that the easiest way to ensure a smooth approval is to build based on set of plans stamped by a professional engineer. I can only assume that hiring an engineer to design the frame for a one-off design will be cost prohibitive. Is anyone aware of anyone who offers existing engineered plans, either for free, or for sale? Thanks in advance...<br />
