I'm an adult member of a local Scout Troop and a merit badge counselor. Even though we are a small troop in a rural area, we typically have the flag retirement ceremony twice in a year. Most people know they should not throw away flags, and yet don't understand what to do with them. The local newspaper runs announcements, and we get many flags to retire.
