The defining of this card is there is only three screws that hold the top on.
I leaning more towards a
Solex for a Jeep.

At first, I was leaning towards Kadron as has been mentioned, however, after you stated that it only had 3 screws holding the top down, I don't think it would be a Kadron.
If nothing else, jump on The Samba and get on their forum and someone there will for sure be able to identify the carb.

Unless there is a stamped number around the base of your carb? If so we can probably figure it out.

Thanks everyone for looking and commenting. It turns out this is a carb in the Scat Dual Carb kit.
It is a Solex P-40. The Scat part number for the kit is 30440.
