January, February, March and April fits your wishes.
September is a good time. Crowds are gone. Weather is stable most of the time.
Hill City Café in (of all places) Hill City get's allot of our business during the Rally..
As for rides. Iron Mountain Road, Needles Highway, Custer State Park Wild Life Loop and Spearfish Canyon for starters.

Hey, just seen your post and from Jan- Mar is unexpected snow cold and bad weather in the BLK Hills although 70 is not unheard of but 30's and snow goes with it.
April-July most likely the coolest early riding then Sept and Oct

All I can say, take your rain suit LOL
We got rained on the 27,28,29, and 30th of July
Lots of Hail in the area in the last 4 weeks.
I like the third week of June if you are headed to Yellowstone,
but that would be in a car. Can still chilly in Yellowstone in June
