Yes it can.
I use a putty knife and retract the pucks by rotating the wheel, allowing the knife to go between the old pads and the rotor, before removing the old pads.
My trike is a 2006 gl1800 motor trike solid axle. To replace the front brake pads the repair manual says to push the plungers back into the calipers to allow room to install new pads. Can this be done without removing the calipers? Any advice wil be appreciated.

Additionally, be sure there is room in the reservoir for the brake fluid being compressed by pushing the plunger's in.
Just to be safe I normally remove some fluid from the reservoir before I begin the pad replacement procedure, then refill after the new pads are installed if needed.
