I put a set on my Valkyrie trike, forgot the shock number, but the selling point was lifetime warranty, to the original purchaser. I did have a friend with a HD sent in a set for rebuild.. cost him a few dollars, but not near the price of a new set.
I'd call them and ask.

Progressive may tell you that they cannot be rebuilt but that's more than likely because they no longer carry the parts. If they do tell you that then do a little research and you should be able to come up with the seals to fix it. Let us know what you find out and which shock you have and maybe we can help you find the seal if you have to go that route.
Progressive still builds and sells the 416 series air / coil spring shock. Bet they do have the parts.
I recall that they even use exact same seals as Honda OEM like a 1200.
Likely be a good idea to have eye to eye measurements extended.
