I'm no expert but I would say the weight of the trike verus the 2 wheeler and the gearing more than likely plays into it also, you have 2 big tires back there to pull it down the road.
If not happy with what you have, you can always go to the 120 motor from harley, a few on here have it and are very happy with it and the power it has.

It may be due to the kit has not been approved for a trike by the EPA.

You could do a Performance Plus Stage I, save some money, and probably end up with more torque than you would from an HD Stage II Torque upgrade.
