I don't know -- IF my memory is correct, any "real" punishment (in any military branch) must be initiated via the UCMJ. The procedure seems to be hit them with the maximum possible charge, and expect them to end up with "lesser included offenses" in the verdict. These were both high visibility incidents and really opened up all major participants to legal actions, both military and civil. These trials may limit the exposure to further legal action?
This is one of those times when ya don't want to be on the bridge, or the 'man in charge' of the ship.
