My guess is modern springers probably use a variable rate spring, akin to a Moog car spring
On my old Paugho Springer the lower rockers ( off the front axles) absorbed the bounce since there was no shock for dampening
The longer the rocker the MORE dampening

Yes, they both look like coil overs, but second one looks like modified car McPherson strut to me
