Harley makes the CVO style adjustable passenger board mounts, and Kuryakyn has highway pegs that bolt to them.
Both are pricey, but, they work.
There are Tour-Pak Relocation Kits that allow the Tour Pak to be moved as far rearward as three to four inches. You may want to check these out to see if they'll provide additional legroom. Quite possible a relocation kit and the adjustable foot board mounts with hi-way passenger pegs mentioned previously could result in much greater comfort for your passenger.
Hope you find a suitable and not too expensive solution.

Mary, my wife, has long legs. We've done two things that have her comfortable on long days-
1. Tour Pak Relocator which we have set back 3". So that effectively gives her 3 extra inches for her legs, along with more room between her and my backrest.
2. Adjustable Passenger Pegs, which are effectively "highway pegs" for a passenger. This gives her a lot of different foot positions, including stretching way out by putting the back of her calves on the peg.

My wife is the opposite in that she is just over 5ft and the back of her calves would hit the front of the saddlebags on my Ultras I had ridden prior to owning my Tri Glide. I purchased a set of Kuryakyn adjustable passenger pegs in 05 and have had them on 3 different bikes, a 2005 Ultra, 2013 Ultra Limited and now my 2015 Tri Glide and she loves them. Probably the best money I spent on an accessory.
As the others have stated the Tour-Pak relocation kits also help tremendously.
