2016 triglide: Can this brake flasher be installed on my trike? I assume the fender lights are 1157 but don't know what the brake lights on the tour pack are. Thanks in advance

I am not familiar with this particular flasher so I cannot answer your question. However, I do recommend you consider products from Custom Dynamics which I have used for many years. As far as I know Custom Dynamics is pretty much the undisputed leader in lighting products for our Harleys.
I asked about what products to run in my 2018 Tri-Glide and here is what Custom Dynamics suggested:
Use the MAGIC-STROBES-TKE to apply patterns to the left and right taillight (requires taillight be converted to LED) and the MAGIC-STROBES-LTP2 to strobe the tourpak. Both products can be viewed at the links below:

I did not convert my taillights to LED so did not purchase the 'TKE'. But I did buy the 'LTP2' to add flashing pattern(s) to the center tour-pak light which is LED . . . and I think your 2016 is LED also but may want to verify that. My thinking was that the tour-pak lights are more at eye level and the flashing pattern would be plenty noticeable. And I didn't want to spend the $300 ($150 each) for two new LED taillights. I did install some LED bulbs only in the taillights but pulled them out as they were not nearly as bright as the stock incandescent bulbs. Go figure!
