The little one is going to a friend who will "extend" the velcro. It'll be fine, I'm not paying $4 to send a $3.99 jacket ... my friend said she'd extend it next time she did black ... she does alterations and said won't be a week.
I don't know about that. They make one purposely to fit snug that helps dogs cope with bad weather called a thundershirt. I guess it all depends on where and how it is tight.
The only reason some people are still alive is it's illegal to shoot them.
