Some folks put a rear tire on the front of a Tri to get more tread depth than the stock Tri front tire. When you do this, you mount the tire in reverse. Better for the belting splice.
 
Not sure why I didn't post this in my last thread on your bike but here goes, simply WOW, now tell me where you got the rims, sure like those and I guess I don't recongnize them

They are chromed Freewheeler rims. I purchased used stock rims then did an exchange for the chrome ones, I have about 1K in the wheels total including the new spacers and rotors.
