Storm parking brake

2008 kawasaki vulcan 900 custom, storm kit from lehman. with nag rear axle. Parking brake is not engaging even when adjusting it both ways- all open and all closed till the spring are all the way closed. Look like everything is working mechanically right? it is used and i got it that way? Any help is always welcomed...

I have followed the instruction that came from lehman still no help?

I have disk brakes if that helps.

Prior to adjusting, loosen the cable adjusting nuts where they connect to parking brake.

Use a 1/2" wrench.
