#1 on checking fluid, if it is old flush it. Condensation degraded fluid compresses @ a very different rate. On changing the throw on the pedal, if you do it, do it in small changes. You are changing the free travel, this can have an adverse affect causing the brakes to not release fully
Question for you, does the pedal pump up firmer after a couple of pumps?

Wayne, What brand of pads are you using? Not all brakes are created equal. Too soft a pad can certainly give a different feel to a brake pedal, too hard will have an opposite affect .
The early model trikes built for HD by Lehman's has a IMO poorly designed caliper leaving good adjustments and rapid pad wear a negative

I bought it used from a harley shop with only 9000 miles on it so I will assume they are original harley pads they don't pump up I have just sat and pumped them a few time maybe a slight raise in pedal height but very little
Where is the fluid reservoir? If it is down next to the master cylinder, move it up just under the neck at the top of the down tube.

thanks I will start there and let you know how it turns out
pedal feels better but still feels a little low I am going to see if there is an adjustment on pedal to raise it . Maybe I just feel that cause I am short only 5'6"
