Instructions seem to say that it is the power for the accessories, but why plug into accessory plug if you have to add positive battery power to it?
Without the part number of the accessory plug you purchased it is hard to know the wiring. Battery wire probably supplies power to the accessory plug and the connector plug provides switching to ground through the CANBUS system if you have a newer trike. Check the wire to see if it is live with a volt meter or a test light
My guess is it probably is not hot without an accessory switch being turned on. Do you have an accessory switch on your dash or inner fairing?

obviously, not in a big hurry right now, but, as I stated, typical harley instructions ane not easy to follow. I think the instructions indicate the included battey lead is to be spliced to the orange/white harness wire, for switched operation.
I'm sure someone has installed this before, as it fits lots of bikes.
I can ask dealer next week, just had time this weekend to install it
Harley changed the Electrical Connection Harness Kit for 17-Later Touring and Trikes
Item #3 in the Electrical Connection Harness Kit is the Fused 1/4" Ring Wire Harness w/Fuse Holder. The Kits Installion Instructions tell how and where to install its Terminal End into your onboard Accessory Connector Plug. The Ring End will then provide the Electrical Power to the Harness for the accessories you connect direct from the Battery.

This video is much better than Harley's written instructions at explaining and showing how to insert the pin style end of your Ring Wire Harness into the M8 Accessory Connector. It also addresses the three different electrical connections that can be made off the Harness Kit to add new accessories.
