It sounds like a really good price to me. I got just over $20k trade in for my 2014 Tri Glide with 24,000 miles on it about 6 weeks ago.

You may want to have a leak down test done (offer to pay for it to be done at an HD dealer ... not that pricey) ... this will tell you weather it's been overheated ... if that passes (I would expect to see less than 5%) ... I'd say offer him a little less, if he bites, you win ... but even at 20K, it's not a bad deal at all.
That's a good price, I paid $19,500 for mine but it was not at a Harley dealer. Harley dealers around here for a 2016 are asking $25,900 for them.
It would be a great deal here in the Northeast from what I saw when I was looking this summer. That would be listed here for $25k but I realize things are getting cooler now and prices are coming down. Still think it's good though.

I bought a 2011 with 1250 miles earlier this year. Going into it I knew would need tires and a battery. The only thing that surprised me was the quick connect for the fuel line started leaking after a few months. The “O” rings were cracked. Everything else is like new and runs good.

I just traded my 16 Tri Glide two weeks ago which had 29,900mi and received $23000.00 for it. So your price is good to go with that mileage.
