Unless you add a rake kit, I would advise you to not waste your time torquing the neck bearings, as it will only make it harder to steer and will not completely resolve the head shake problem. What little if any bit of change you might see in any reduced wobble by over torquing the neck bearings, you will pay for in an increased and massive effort in steering the trike through turns and you'll hate it.
If it were already raked, then yes I completely agree with Jack & Bob that retorquing the neck bearings would be the proper fix.ThumbUp
You will have to add the rake kit to reduce the trail to resolve both the front end wobble and the hard steering. That is the proper fix. The stock 2 wheeler torque setting is around 15 ft lbs +- on most large cruiser/tour bikes. After it is raked it will have to be retorqued to 35 lbs to handle properly. You'll love the results...This is a fact!
