Take the lens off, clean the mating surface of the light and the bracket it mounts to thoroughly, apply some silicone ( RTV) to the lens and reattach it

It's a Harley thing. All my Harleys have had one thing or another designed so that water can get in but not out. The worst was the cruise control module on my '96 - destroyed it pretty quickly and H-D discontinued the part pretty quickly.
Do you have stock taillights or those led ones that HD sells ??? I have ridden harleys over 50 yrs in some downpours & have never had a problem. Friend of ours has the led tail lights & has same problem you do. Not sure what she had done to fix problem. If she sees your post I'm sure she will chime in..
