Soft brake pedal

Hi all. New to the forum. I have a goldwing 1500 trike with a suzuki vitara rear axle. I have adjusted the drum brakes and bled the system but the foot pedal only gives a bit at the very bottom and it will not pass our highway inspection. Any ideas pls

What happens if you pump up the brakes, does the pedal change any?

Have you had any recent brake work done other than what you have posted?

Are you having to add fluid?
 
soft rear brake on GL1500

I bought a 1999 GL1500 last September with a 2001 Tri-King conversion. The rear brake was basically useless. I read on the GoldWing forum that you need to bleed the FRONT LEFT caliper first, then bleed the left rear then right rear. This is because the front left disc is tied to the rear brake. It worked for me. I had tried just bleeding the rear first with no luck BTW.
