Need new front tire in Orlando fl

Dating myself, not too many years ago all kinds of off brand cycle shops around here you could hand them your wheel and they would mount you a tire and you were good to go,
Now I can't find a shop in orlando fl or close that can sell me a 21" front tire mounted to my rim...the shop that's sell atv's wants tall dollars.

I don't know what the problem can be. Every shop around me will do it both ways. Maybe their equipment can't handle the 21" tire?? Wheel??? and they wont do it by hand.
