Actually on trikes the steering post nuts should be tighter then on the same bike only with 2 wheels. Like on a HD the swing test is 2 or more swing throughs center on a 2 wheeler. On a trike it is only one swing through.

What kind of bearings are in the HD steering head?
A low speed wobble (35 mph or less) can almost always be cured by snugging the steering bearings. Not sure on a trike but it the bearings on a 2-wheeler are over tightened the bike will wander and be difficult to hold in a straight line.
Another solution may be a steering damper.
