Fork work question

I’m going through my forks, changing oil, putting new springs in, doing the seals and bushings while I’m in there. One of the bottom bolts gave me a little problem but I finally got it out. I noticed my bottom bolts were different lengths. I’ve not heard anyone mention this before. Anyone with any ideas?
 
Maybe a little more info ... what bike/trike ... any mods to the forks ... Just off hand, I'd say someone broke a bolt and replaced it with what they had.

Sorry about the lack of information. It is a 2012, 1800. I checked a OEM parts list on a website and they are different lengths with the left side being shorter than the right. Just thinking it might have something to do with the anti-dive located on the left side but that's just a guess.

Part numbers 41) 90116-383-721 is on the right side" " 42) 90116-KV3-701 is on the left side
