How do I get at the up and down headlight adjustment on my 2016 freewheeler?

I saw that and can see the bolt I need but don't know how to get at it.

Turn the steering left and right, you can then reach in from the side with a 9/16th box wrench, you will need to hold the other end of the bolt with another wrench also. That bolt is gona be as tight as Dicks hat band so be ready for it.

I use Snap On Wrenches like this
