Crash bar/stabilizer trouble

A simple mod, they said. So I proceeded to install an extended reach brake lever. Had to remove the crash bars to complete the install. Everything went back together fine right up to the last bolt. It's the center top bolt that holds the steering stabilizer bracket and crash bars to the frame. Threaded the capscrew into the bracket and through the hole in the frame, but there's nothing there to thread into. Don't know if I lost a nut and washer or what. Tried getting a 5/16 nut up in the frame but it's impossible. You would need infant hands to do it. Any ideas? I'm super frustrated and the bike is not driveable unless I were to completely remove the bars.
 
I looked at the parts breakdown and there doesn't appear to be a nut shown, so I believe it was welded in place. I would try temporarily attaching a nut (silicone, tape, whatever) to an angled box end wrench and try holding it in place to start the bolt. The wrench would be held opposite of the way you normally do. Good luck.

Finally got everything in the right place and it bolted up. Thanks for the suggestion, and putting an end to a very frustrating day!
