Rubbing Possibly?

My 2012 Champion has a slow speed rubbing sound like at the same spot as the tire turns. The dealer I bought it from said no worries it is just the "floating" Rear brake calipers. I never heard of that term "floating" before? Experts chime in please.

Second sound issue that bothers the wife big time is what she calls the crickets. Kinda sounds like an audio radio thing but I turn the radio off and still hear it. Maybe a Honda GW whine but does sound like a heard of crickets. Sounds like it is coming from the speakers. Engine off no crickets. Thanks

Just a shot in the dark here but the cricket sound you hear sounds like a spark plug wire that’s Arcing…??
