That looks like the new style Kuhneutson valve adjuster which is good to have because they are said to be way superior to the old very inferior style Kuhneutson adjuster's... ....

My guess is it is a wrench for a special fastener that has two holes or dimples in it. :xzqxz:

Somewhere there is a fastener that looks like this.

Brake caliper spanner , to screw in the puck when replacing pads.

It looks like the wrench I use to tighten my heel~toe shifter. Look where it pivots and you should see the pin holes. There is a bolt on the back side.

pretty sure it is the spaner that comes with the Kuryakyn heel to shifter.....
